“It has certainly been a great pleasure knowing this truly talented individual. I met Mark personally at the European Steelband Festival in Sete in the South of France in 2002. His wife told me all about his unbridled passion and burning desire to produce music for our natonal instrument, the steelpan. Over the years, Mark has certainly showed that passion. He is a musical inspiration for our steelpan artform and is also a proud and loyal national of Trindad and Tobago.
His direct involvement in the artform has now reached that 15 year milestone working with musicians, arrangers, players and performers globally. Mark’s Pan in Education work with Sanch Electronix is a successful pioneering initiative and has certainly revealed his boundless talent. His quest for music preservation led him to be a founding director of ‘The Music Literacy Trust’, to preserve and archive musical compositions and assist musicians of the same mind set.
Mark has certainly contributed to the acceptance of the pan instrument into the orchestral landscape ensuring the growth and continuity of the artform that will benefit the youth of today, tomorrow and far into the future.
From a ‘Land for All’ in 1996 - performed by the winning ensemble Super Sonics in the Pan is Beautiful competition in 1998, followed by 'Glory' his first Panorama release in 1999 to 'Addicted' in 2013. Mark has has certainly changed the musical landscape of the panorama competition with his compositions.

“When I first met Mark, he was in Norway, I was in France. The call came through on a bright Sunday morning. Mark wanted to talk about steelpan. He became part of the Steelpan European committee and participated in its festivals. Although he was consumed with work as an energy professional, Mark always seemed to find time to compose music for the national instrument. He came to visit and for two days we talked about music and the steelpan. He had a dream about doing “something” to preserve the music and felt it was essential to assist those interested in any aspect of the instrument. That weekend would change both our lives.
...
It was, in a strange way, how the Music Literacy Trust was born. With the support of Yara Trinidad Limited the Trust was formed in 2004. The Music Literacy Trust is an established not for profit non-governmental organization with charitable status in existence since October 2004 in Trinidad and Tobago. ...
At the heart of the effort, is the recognition of the need to assist young persons interested in pursuing musical education. Mark believed that if as a nation we educated our young people, we would have music literate pannists capable of composing and arranging music for the steelpan, thus preserving the music and the instrument. He was not wrong.
Mark has since gone on to travel the world; working on almost every continent. With the help of modern technology his family at the Trust feels as if he is never far away. His genuine interest has established him as a seminal force within our small musical community. His continued influence, in spite of his absence can be credited to the fact that he always makes the time, not matter how busy his schedule.
Under Mark’s astute guidance, the Music Literacy Trust funded a number of students to study at the UWI, Department of Creative and Festival Arts. Together with Sat Sharma, Pat Bishop and a host of other professionals they steered the Trust to a path of providing funds for those in need, and, who had a genuine desire to study music. The Government Assisted Tertiary Education programme made the dream of universal tertiary education a reality. Seizing the opportunity to widen its scope, the Trust shifted its focus to assisting students at the post graduate level. Through a long standing relationship with North Illinois University (NIU) and with the assistance of Liam Teague and Cliff Alexis, the Trust has assisted students to study their Master’s Degree in Music with particular emphasis in the steelpan. This has helped students at a critical time to complete their studies; returning to Trinidad to share their skills and knowledge and continues to do so to this day. One only has to look at the Panorama winner’s circle to find a Music Literacy Trust scholar.
Mark is passionate about the preservation of indigenous music as intrinsic to the growth of the national instrument and to providing a legacy for the future. He has steered the Trust toward the fulfilment of this ideal, ensuring that the compositions of our virtuosos are preserved. It started with Jit Samaroo, Ray Holman, and quickly moved to Ken “Professor” Philmore, Edwin and Junior Pouchet, and Bobby Mohammed of Guinness Cavaliers. Double CD’s were produced with manuscript in portable document format (pdf) and musical arrangements on Finale and Sibelius for ease of reference and learning. Also included were the songs as played on Panorama night, along with the original composition as sung by the various artists. Distribution was free to all educational institutions. The Music Literacy Trust, under Mark’s stewardship, has the honour of being the first institution (private or state) to reintroduce scores into the educational system : formalizing the preservation of steelpan music, the heartbeat of the nation.
In 2007, the Music Literacy Trust in conjunction with the University of the West Indies DCFA launched a national competition to recognize composers of original music for steelpan solos, duets and trios. This competition represented an avenue for our budding and talented people to produce and score works that can be utilized for further education. Musicanova was born.
The Music Literacy Trust has demonstrated an interest in community life by assisting a number of organizations in their own efforts and ventures. There were projects with Golden Hands through creation of a CD interactive project; assistance to birdsong students for writing music exams; formation of a music program at the Sacred Heart Primary school and the list goes on. In trying to reach into underserved communities the Board of the Trust ventured into South East Port of Spain with the City Angels Music Program. Encouraged by Mark, the Board saw this as a way of reaching into areas where the vulnerable could be given a chance to study music, and assist in changing perceptions, encouraging discipline and self-confidence to create a more meaningful, vibrant society. City Angels has grown to an after school program with over 100 children attending daily to study music and learn to play a musical instrument.
Mark may have influenced our culture from an educational standpoint positively, but his ability to translate the language of music into energy and shape that into an expression of Trinidad culture is truly fascinating. When Dr. Pat Bishop, Trinidad’s musical scholar, historian, artist and cultural icon referred to Mark Loquan as a remarkable polymath, it appears she was entirely right.”

“I cannot remember the exact time and location that I met Mark. I heard his name mentioned on the radio as composer. I didn’t at the time take any particular interest but when I met Mark, the passion for music from this mild mannered cool guy was so strong, I had to go checkout his compositions which I found to be very interesting....I knew from that time his music will eventually penetrate the hearts and minds of the music lovers and so it did with songs like “Colours Again” and one of the best songs I heard in 2013 – “Addicted”. “I met Mark in Trinidad, during a time in which I had just acquired the opportunity to arrange for Harmonites Steel Band. At that time, I was seeking a 'Pan Song' with which I could arrange....Thus, the song "Colours Again" was born! A musical friendship began between Mark and I, followed by my victorious arrangement of "Colours Again" which later won the "Peoples' Choice"! The band garnered 8th place in the Finals! Mark, you were there for me every year; whether I've been arranging in Trinidad or with my Toronto-based steel band "AFROPAN"; you’ve always given me support while wishing me well.THANK YOU, Mark. I will miss your MUSIC and your VIBES.”

“The first contact with Mark was based on some rumor-like information about “a Trini pan player living in Oslo, Norway”. I believe the first discussions with Mark on the phone happened around 2000 or 2001, after the World Steel Band Music Festival in T&T that was held in 2000. Very soon we met in Finland, and had a great time, and found out that we are both great fans of the American singer/songwriter James Taylor....Steel Pan European, the association for promoting steel pan movement in Europe was living it’s best days (in my humble opinion), and Mark’s input was a very important. Preparing for the European Steel Band Festival in Sete, France in 2002 was the start for our musical co-operation. Mark had written a Panorama tune “For the Love” which I arranged for my band Steel Pan Lovers to be the other one of our tunes for the competition in Sete. I also wrote and arranged another tune, a medley formed piece containing all kinds of music and styles from Zappa to classics and the leading theme was based on Rudder-Goddard’s “The Hammer”. I called it “Hammering in the Brain Forest”. The arrangement was partly very difficult to play technically and rhythmically, but Mark learned it very fast using the notation and practice CD I sent to him. He traveled several times to Finland for our rehearsals.Some years later, Mark wrote more panorama tunes and published material in his Pan in Education double CD for steelbands to play and enjoy, which has been a pioneering work. It has been positively confusing to hear a Japanese band playing “For the Love”, Mark’s tune, with my arrangement. I appreciate the method of playing by ear, but I think that if you know letters and can read, many doors will open for you, and the same goes for music. Mark really has made a good job by publishing and opening doors for steelband music. Some years later, Mark wrote more panorama tunes and published material in his Pan in Education double CD for steelbands to play and enjoy, which has been a pioneering work. “My musical journey with Mark Loquan began when I met him in December 2005. A family member invited me to his (Mark’s) house for an “annual Christmas lime. At that time, he launched his 2006 contribution for Panorama – Colours Again. That’s all it took. I could not get enough of that song. I played it all afternoon and all night, running with it to Sound Specialists panyard the next morning, early. We played that song, over and over, until we all knew it entirely. It was so “fresh”, to say the least. The rest was history. The band lapped up the song and placed 2nd with it at the panorama finals. ...Mark and I have formed a musical connection to this day, seeing us through many successful collaborative compositions over the years. His passion for music is endless, convincing me to contribute with vibes and energy, even when I was not feeling to do so. His quest for music preservation has led him to form The Music Literacy Trust, which is a “one of a kind” foundation geared entirely to preserve and properly archive deserving compositions and assist musicians who are willing to persevere in this direction. His head is always in composition mode and at any time could dig into his bottomless collection to “pull out something”. He has been an ease and a joy to work with and I know that wherever his “other” career (work) takes him, music will always be his first love and a place where he will never be far from. A true “soldier” of the art form.”

“It gives me the greatest honour to note my reflections of Mr. Mark Loquan. I am the music teacher at Bishop’s High School, Tobago and I have used Mr. Loquan’s music scores from as far back as 2005 up to this present time. He has indeed done an excellent job in promoting music literacy using the steel pan as the primary musical instrument. ...The music students of Bishop’s High School, Tobago and the wider Tobago community have benefitted immensely from the use of his music and music scores in my literacy programmes. Mr. Loquan’s work has exposed my students to areas of music like melodic notation and dictation, reading of both simple and complex rhythms, voicing, arranging and orchestration. His work including Liam Teague’s Nostalgia, Colours Again and Professor Philmore’s arrangement of Hooked provided my students with an abundance of opportunities in music reading, analysis and general musicianship. These abilities and tenets would have been concreted while critiquing these scores using the various elements of music like melody, rhythm, harmony, texture, form, dynamics and other expressive elements. These activities enabled my students to grasp in a practical way how these elements may be manipulated to create interesting arrangements.The quality of Mark Loquan’s arrangements provides the kind of challenge which inspires my students to work hard at their music development. Through the performance of these arrangements Bishop’s High School has ascended to becoming one of the leading music literate steel orchestras in the nation. The school won most of the sight reading categories in the National Junior Steel Orchestra festival in 2005, has been Tobago music festival champions since 2006, has been national music festival champions in 2008 with Mark Loquan’s arrangement of Colours Again and, has been Tobago Junior Panorama Champions. The alumni arm of this orchestra, Tobago Serenity Vibes, has been Tobago music festival champions, Tobago Junior Panorama champions and was very outstanding in 2010 National Junior Pan Festival. Tobago Serenity Vibes is today among the top music literate steel orchestras in our nation.Many participants of my music literacy programme have benefitted greatly from the works of Mr. Mark Loquan and they have gone on to obtain certificates from The University of The West Indies, St. Augustine in graded exams, C.X.C. music certificates, certificates and degrees from other music programmes at U.W.I. Three Bishop’s students influenced by Mr. Loquan’s work placed first, second and tenth in the Caribbean region in the 2011 C.X.C music O’level examinations. My greatest desire is that Mr. Loquan’s work becomes one of the bench marks for the development of pan music literacy in our schools and community music organizations.”

“From "Glory" to "Addicted", Mark Loquan offers incredible vistas of the pan world through his music. A wide range of topics, from the historical events to party scenes; entertain, educate and excite minds worldwide. He has penned some of the best material for Panorama, with use of sagacious lyrics set to infectious rhythms and melodies that can sometimes be described as unorthodox. But such is Mark's way, unorthodox. He was one of the many who saw the waste of talent when great pan arrangements went without being scored. But he was one of the few to do something about it. ...With the launch of the Music Literacy Trust, Loquan spearheaded a greater awareness of music literacy among pan folk in Trinidad and Tobago. He preached the importance of preserving our art form through notation, not just for posterity but for prosperity. Being one of the first scholars of the trust, I appreciate what this entity has done for young pannists who seek to expand their knowledge of music. The trust made me feel like I was not alone on this journey, which gave a greater impetus to complete my Degree in Musical Arts at the UWI. I also had the pleasure of working alongside Mark with Pan in Education 1 and 2, and noticed first hand his unparalleled passion for pan and the perpetuating of its music. “Mark Loquan’s contributions to the development of music literacy for steelpan musicians have truly been remarkable. As the founder and board member of the Trinidad and Tobago Music Literacy Trust (MLT), Loquan has made it possible for many music students to receive financial assistance towards the pursuit of their studies. I am personally grateful for the help that the Trust has provided to former and present students of mine at Northern Illinois University (NIU), the only tertiary institution in the world where students can pursue both bachelor’s and master’s degrees in music with a steelpan emphasis....The Trust’s generosity has greatly relieved much of the financial burden and mental anguish that these students would have had to face, and has allowed our students to comfortably focus on their studies and practice. Mark’s philanthropic influence has also been strongly felt in his creative musical output. He has donated music scores to several arrangements of his compositions to a number of educational institutions, music ensembles and organizations. Loquan’s compositions Nostalgia, Colours Again, and Vibes have been performed by the world renowned NIU Steelband, which is directed by steelpan legend Clifford Alexis and me; and, as part of our daily instruction, we make it a priority to highlight to the members of our ensemble the inner workings and intricacies of programmed repertoire. Under normal circumstances we would have to do an entire detailed analysis of the pieces’ formal architecture and harmonic structure; but, in the case of the scores that have been provided to us, we can focus much more specifically on the outlining and demystifying of arrangers’ thought process, since Loquan’s donations already include a breakdown of the arrangements’ form. Mark Loquan’s understanding of the role that education and music literacy can have on the development of the steelpan musician, is having, and will continue to have, long-lasting benefits.”
